Implementation Phase

Cooperation is one of the three main pillars of SEIS and contributes to the successful achievement of the project’s objectives. It is established by the sequence of the following actions, as outlined in the project’s terms of reference:

  • First step is official nomination of National Focal Points from the Ministry of Environment and National Statistical Office.
  • It is followed by  the political commitments expressed through signature of Letters of Intent between the governments of the six Eastern Partnership countries and the EEA.
  • The next step in cooperation is a setup of the National Implementation Team (NIT), that ensures project’s implementation and sustainability. This team develops, approves and implements the national SEIS work plans.
  • Appointed national SEIS assistant, funded by the project, based on countries’ commitment to the national work plans, which would have to be elaborated and agreed to by the NIT.

1. Armenia: awaiting re-nomination of the NFP from the Ministry for Nature Protection, Letter of Intent is signed,  NIT is not in place, recruitment of the national SEIS assistant is ongoing.

2. Azerbaijan: NFPs are confirmed, Letter of Intent is not signed and NIT and national SEIS assistant are in place.

3. Belarus: NFPs are confirmed, Letter of Intent is ready for signature. NIT will not be put in place, but will be substituted by another Inter-Institutional Group that is already in place.

4. Georgia: NFPs are confirmed, Letter of Intent is signed,  however new governmental reform is on its way, NIT is not in place, national SEIS assistant is in place.

5. Moldova: due to the governmental reform and creation of the new Ministry of agriculture, regional development and environment (MARDE),  signed Letter of Intent, NIT and appointed NFP need to be reconfirmed, recruitment of the national SEIS assistant is ongoing.

6. Ukraine: all cooperation actions are in place including signed Letter of Intent, nominated NFPs, NIT,  national SEIS assistant is in place.

 


 

Inception Phase

 

The inception phase focused on determining the project scope, national level consultations, recruitment and governance. It finished in October 2016.

The accomplishments during the nine-month inception period are:

  • Key project actors nominated — all six-partner countries nominated dedicated National Focal Points (NFPs).
  • Project governance, draft national work plans and methodology documents prepared.
  • First regional workshop on waste statistics conducted on 6-7 June 2016 in Chakvi, Georgia.
  • The EEA project team recruited.
  • National consultations held in Armenia, Belarus, Georgia, Moldova and Ukraine.
  • Two national seminars on the Corine Land Cover (CLC)  methodology held in Ukraine and Georgia.
  • Communication actions including website development, a showcase of SEIS and ENP cooperation during the Batumi ‘Environment for Europe’ Ministerial Conference.
  • Identified synergies and potential common areas of work with relevant projects and regional partners.
