National Focal Points
The project applies the 'European Environment Information and Observation Network' (Eionet) for SEIS implementation. Eionet is structured around national obligations towards the EU and the international community streamlined through a rational reporting process with sustainable and stable reporting network (via National Focal Points) who are mandated to report on behalf of their country, as well as strongly supported by the peer network, where countries share experience and learn from each other.
A similar model is put in place for the ENI East partner countries, as in the previous SEIS cooperation through the ENPI-SEIS project (2010-2015). Two National Focal Points are nominated by the partner country, are from the Ministries of Environment and the National Statistical authorities.
Two National Focal Points establish links to the relevant experts in other ministries and national organisations for and coordinate networks at national level. In the project these networks constitute SEIS National Implementation Team (NIT). The NIT enables mobilisation of resources, ensures broader buy-in to the process, supports the coordination of national activities, and improves information sharing between stakeholders.
Support to the NIT is delivered through dedicated SEIS National Assistants to ensure engagement of national stakeholders.
